It's the Adlib .RAD format, right...?
Well, guy, you just had your lucky day. ;) 

I got RAD tracker right on my hard disk, and it's got working
sourcecode for a player, format descriptions, etc right here.

It's not very big, either.  Just post an email address you'd like me
to send it to, and I'll do so.
