Well I figured out that if you set 320x200 mode first, then it allows you to
go into 640x480 mode, so I just added an extra call to

set_gfx_mode(GFX_VGA, 320, 200, 0, 0);

before the real call to set_gfx_mode. I suppose this is just some quirk of
the particular card, that setting it to 320x200 sets up everything that is
needed for 640x480 mode. If Allegro did this if a regular call to set 640x460
mode failed, then a lot more allegro programs would work on my PC, but given
that is is probably just a fluke I don't know if it's really worth it, as it
probably wouldn't work with other cards.

The only problem with it is that in 640x480 mode the mouse is confined to a
small square in the top left corner. Any ideas about fixing this?
