There are a few ways of doing it. One way, is just to show a film on
TV at 25fps, a 90 minute film will end up a couple of minutes shorter
just because of this, leading some people to think it's been cut. 

There are other ways of averaging frames and things, but that's the
simplest. I think 4% speedup is just about on the border of human
perception, though as far as sound, the speedup can sharpen things
about a semitone, most people don't notice but you might if you're
musically educated.
