This has come up before.  The latest versions of Mesa were not ported to 
DJGPP; look for older versions.  I think if you search the DJGPP mail 
archives at http://www.delorie.com/djgpp/mail-archives/ for "mesa", you 
might even find messages that cite a URL of a version that's compatible 
with DJGPP, or at least its version number.
