Right, that's why I always make sure all links work (except that I
cannot fix bugs in particular versions of browsers).

Anyway, the next release of Texinfo will make the source look much
better.

The problem with blanks in names will also go away with the next
release of Texinfo: it replaces blanks in anchors with %20.

Yep, it seems like a bug in that version: "Back" always goes to the
beginning of the document, no matter where do you press it.  Seems
like IE3 maintains only one place per document.

How about editing the file to replace all blanks in anchor names with
a %20?  Given a good editor, that should be a simple job.

Btw, I really suggest to use Info to read the FAQ locally.  Info has
much more sophisticated search facilities, which are imperative for
such a large document that brings together a huge hodgepodge of almost
unrelated snippets.
