That's from the gettext package, look in the v2gnu directory of the 
Simtelnet's djgpp distribution, the file is called gtxt032b.zip. You'll need 
to fix a small bug in this header (delete a line that says 
@INCLUDE_LOCALE_H@).
Additionally you should consider downloading the sources of the library 
instead of the whole RHIDE ;-), see in the v2tk directory. Last release is 
1.0.3 and 1.0.4 is coming soon.
