I will mail you a document if you want it, although it is 75Kb long, beware. 
Basically though, it is ms's portable executable format, which is stuck at the
front of all windoze programs, and has info on there
resource files (so icons menus and static dialog boxes (as a pose to dynamically
created ones)).  It also has the Dos header in, the Real mode dos stub, the the
pe signature, and then a few more sections.

By the way, as you have been going on about coff I just thought I would mention
that pe incorperated a lot of coff stuff, so DJGPP isn't exactly out of date
compared to the ms world.
