The FAQ has several solutions.  If you need Microsoft-compatible DLLs, 
check out the RSXNTDJ package (section 3.6 in the FAQ).  If you need 
dynamically loaded code for DJGPP only, there are DXE, DLX, and DLM, all 
of them mentioned in the FAQ.
