Yes, it does.  The special API that permits DOS programs to access
long file names is part of the Windows filesystem code, it isn't
available until Windows starts.

But what's wrong with the original settings?  I thing PROGRA~1 is
perfectly okay, as it is also a short 8+3 name, and so will be visible
in plain DOS mode, as well as under Windows: even when Windows is up,
every file is still reachable by its short 8+3 name.
