I haven't downloaded but there is note that this is port of version 
0.1 patchlevel 2. Currently latest available version is 0.9c. 

I sent some DJGPP related patches to author but didn't get any answer.
However I didn't tried to make bzip2 working Ok without LFN support
( 'bzip2 foo.bar' will compress to foo.bar.bz2 that of course will not
work without LFN support). Otherwise bzip2 v0.9c works Ok compiled
with DJGPP.

I can send my patches is needed.
