If you know some basics about programming in general, I would strongly
recommend C++ How To Program 2nd Ed. by Deitel & Deitel, which teaches ANSI
C++ with most of the recent additions to the language.

The C++ Programming Language by Bjarne Stroustrup is a must for every
serious C++ programmer. This is not a beginners book though, and it is
pretty heavy reading, but eventually you will want to get this book too.
