POSIX says that all files are effectively binary.  It does not allow
text files to differ from binary files, even though ANSI explicitly
allows it.  Thus, it has nothing to say about manipulating the
binary-ness of files.  ANSI doesn't have anything to say about the OS
layer underneath fopen().
