The latest WIP of Allegro (http://www.talula.demon.co.uk/allegro/) supports
16-bit stereo sound at over 44kHz (I think 44100kHz is a little excessive -
perhaps you mean 44100Hz?). It also supports audio streaming so you should
be able to use it to do what you want.
