First, please upgrade to the latest port of Texinfo (v2gnu/txi312b.zip).  
Several problems were corrected in this port, and it is possible that one 
of them causes what you see.  The port of Texinfo 3.9 is not maintained 
anymore.

If the problem persists after you upgrade, please post here the exact way 
you are invoking Info on both files (the one for GCC and the one for 
CPP), including the info.exe command line and any keys you press after 
you enter Info.

For the record: Info works for me on both gcc.info and cpp.info.
