DPMI stands for DOS Protected Mode Interface.  There must be an active DPMI
server to run a DPMI program.  Standard behavior is for the first DPMI
program to assume the role of server if none is already present.

Since the compiler doesn't do this automatically, you'd have to do a lot of
undercover work.  The only other way to enable DPMI programs in a normal DOS
box is to load a memory manager that provides DPMI server functionality. 
QEMM does this, and probably also 386Max.
