Yes.

I can write a similar question: Doesn't DJGPP have a compiler
that can convert a C source file into an exe-file? So couldn't
the reverse be done? :-)

The above means, that converting a makefile in a RHIDE projectfile
is a very complicated thing. If you assume, that the makefile
was generated by RHIDE this would be possible (since then the
structure is known, at least for me) but in general a makefile
is too complex.
