You can check which one is being used in following way

gcc -v

Outputs actually used specs file

gcc -print-file-name=specs
gcc -print-file-name=djgpp.djl

I think correct place for specs and djgpp.djl is 
%DJDIR%/lib/gcc-lib/djgpp/(version)  as these files depends on gcc
version.
