Not all Simtel mirrors are equal.  ftp.lib.sonoma.edu is geographically
very close to me, and is listed in the MIRRORS file of Simtelnet, but is
hopelessly out of date.  (As of this message, they don't even have DJGPP
GCC 2.8.x (!)).  As far as I can tell, the "usual djgpp distribution
sites" are ftp.simtel.net, its participants (*), and reliable mirrors. 
You will have to decide the reliability for yourself.

(*) ftp.simtel.net is actually a rotating name that refers to several
different sites.  This is supposed to reduce the load on each.  Among
them are ftp.cdrom.com (my personal favorite), ftp.ou.edu, and (I think)
oak.oakland.edu.
