For v2 you may want to check:

1. Most likely you haven's set correctly the DJGPP environment variable
(you verify this by invoking SET in DOS prompt). The easiest way to do this
is by executing SETDJGPP.BAT batch file. 
2. The DJGPP variable is cool but the file to which it points, called
DJGPP.ENV can't be found or it is invalid.
