Hmm. Read make's info page.

I think that ".c.o: merc.h" says that the file ".c.o (sic!)" depends
on "merc.h". Try "%.o: %.c merc.h" instead. Or remove "merc.h" from
that line and add the line "%.c:: merc.h" instead.
