I'm not aware of any official description of the structure of an Info
file.  The basic structure should be obvious by just looking at
several Info files, but if you want strict compliance, you will
probably have to read the sources of some Info reader, like info.exe
or RHIDE's InfView.  The canonical reference is info.el in the Emacs
distribution (since Emacs was the first program to implement an Info
reader), but you will need to understand Lisp for that one.
