The FAQ also tells you where to get it: GNU Fileutils
(v2gnu/fil316b.zip).  Frankly, I think that any serious developer
should have them anyway.

No, it won't miss them.  Assuming the uninstall is done on a system
that was set up correctly (i.e., the package being uninstalled works),
`rm' will find the files the same way as the package being uninstalled
did.
