Judging from the error messages you reported, that version of `patch' was 
not a DJGPP port at all, but rather some broken DOS port of yore.

The DJGPP port of `patch' 2.1 is still available as v2gnu/pat21b.zip from
the usual DJGPP ftp sites.  So if you really want to know whether versions
of `patch' before 2.5 are considered harmful in this context (they
shouldn't be), please download that version and try it with Allegro
patches. 

In general, the version of GNU software doesn't tell all the story about
its bugs/misfeatures, since different people make different mistakes when
they port them to DOS/Windows ;-).
