Two thoughts:

1.  Your DJGPP environment variable may be set incorrectly, or not at
all.  See README.1ST for details on what to do.
2.  The file lib/libm.h in your DJGPP directory may be corrupted.  If
so, reinstall the DJDEV package.

If neither of those help, read FAQ section 6.16 and post what it
requests.

resolve that.
