Yes there is, although it doesn't have the version number listed, it
list like: ld ---------------- binutils
You can find it at (or your local mirror):
ftp.gnu.org/pub/gnu/ProgramIndex
(You noticed the similarity between what you ask for (index of
programs) and the name of the file ?;-)
There is also a listing of what's in every package at simtel/djgpp.

PS The problem in the configure script could very well be in the case
   which tests for an absolute filename. Don't know for sure, though.
   It think it should be: /*|[A-Za-z]:\\*|[A-Za-z]:/*)
