I have added it to the LIBRARY_PATH, and now at least the compiler
seems to work. However, no matter what source I compile, the exe is
always terminated with an "Exception at 0x0000001, Application got
Signal SIGSEGV" error message (and unfortunately I do not know what
that means). This happens although I do not get any error messages
during the build process.

It does, and according to install instructions, it is to be copied
into the DJGPP/BIN directory (which I did), thus overwriting the old
version.
