Please read section 8.1 of the DJGPP FAQ list (v2/faq210b.zip from the 
same place you get DJGPP) which describes several ``popular'' reasons for 
this problem.

This clearly indicates that your DJGPP environment variable isn't set 
correctly.

Somewhere along the line, you deviated from what README.1ST says.  You 
need to find out where.  I believe the above-mentioned section of the FAQ 
will help you.
