Check out LIBTIFF, I downloaded it about two years ago and got it
running with Allegro and it was very simple to convert once you wrote
about 50-80 lines (if I remember correctly) to interface with the
LIBTIFF library. 

The LIBTIFF library comes under the GNU license and comes with a DJGPP
V2 makefile.

If you need any help let me know and I will try to find the source for
the program I wrote and then I can send you the changes to Allegro. I
cannot send the full program, but the relevant parts are self
contained.
