Emacs is available from the same place where you get DJGPP, in the v2gnu 
directory.  Begin by downloading the file emacs.README there, it should 
explain enough for you to decide what parts of the (quite large) package 
do you need to download.

Please note that this is a DJGPP-compiled version of Emacs, so it is no 
more ``windows alternative'' than RHIDE itself.  (It *does* run very 
smoothly on Windows, though.)

Emacs is part of the GNU project, so it is free software.
