 It works that way. But it still opens an new buffer.

Sometimes the message is not displayed for example
when compiling a file.

1. You have a buffer hello.c.
2. Type: M-x compile RET gcc -c HELLO.c
3. Suppose there are errors, you type C-x-` to jump to the error.
4. EMACS opens a new buffer with mixed case name without a warning.
