This is a Basic Linear Algebra System (BLAS) and FFT library. I'm not
sure if the BLAS is compatible with the Netlib code, but it probably
is. See:

I don't think so. There is a Linux/GCC version available at

See above. They are distributed as object libraries, and are highly
optimized for the target architecture (x86). You can, however, get
FORTRAN and C source for BLAS and FFT's from netlib.
