Ralf Brown's Interrupt List indicates (under INT 13h, function 08)
that BIOSes which reserve the last cylinder for testing purposes
return the cylinder count automatically decremented by one.  Perhaps
yours is such a BIOS?

You probably could use function 0Ch to seek to the cylinder past the
last one reported, to see if the BIOS lies to you.
