No, it doesn't.  On a reasonable machine, almost any program takes
about 20 seconds to compile and link.  If you get much longer times,
your system is misconfigured; see sections 7.1 and 7.2 in the FAQ.

This is in the FAQ as well (sections 8.14 and 8.15).  It also
explained how to make the executables much smaller.
