It depends on the kind of program you want to write and the market you want to 
reach.
If you want to create a program to be used by thousands of users and you spect 
to put it in a 100,000,000 people market, then just forget about DOS, buy a 
Pentium II 400 MHz, a Voodoo II equiped video board and develope for Windows 
98, even more, if your program will be finished in 18 months or more, develope 
for NT because Windows 95/98 will die by the end of the century.
Now if you want to do a program for an specific task or to be used by less 
people or without expecting money for it I think you have better choices than 
Windows.
