Your problem is quite simple; you're running into an infamous misfeature
in RHIDE 1.4 that makes it incompatible with gcc 2.8.x.

Edit the file %DJDIR%/share/rhide/rhide.env (or create it if it does not
exist), and type the following line:

RHIDE_TYPED_LIBS_DJGPP.cc=stdcxx

Save and RHIDE should work properly.
