What versions of the DJGPP tools are you using, and is this a stock
Allegro 3.0 library or one of the WIP releases?

Also, try playing around with the Allegro setup program to make sure
your card is configured correctly.

Try compiling Allegro with debugging information (set the DEBUGMODE
environment variable), and then run the symify program to get a
traceback of where this crash occurs.
