Unfortunately, the problem seems to be much more serious than that.
Closer testing on both FAT32 and NTFS partitions indicates that the
file stamps are ALWAYS in the future, the average skew being about 2
seconds, and extreme values go up to 3 seconds (!).

Even in the firs release of Windows 95/DOS-7 (version 4.00.950r7),
there is a very short window of time, typically less than 100msec
every 2 seconds, where the time stamp of the created file is 1 sec
into the future.

There's no way you could explain this away with rounding.  There's
something else going on here, and I'm eager to hear from anybody who
could suggest what could possibly be the cause(s) for such a weird
behavior.
