This is a FAQ (section 15.7).  A solution is to uninstall HIMEM, or
install EMM386.  Memory managers other than EMM are also a
possibility.

I use DOS 5.0 with QEMM on a 32MB machine all the time, and I get all
of the memory I paid for.
