DJGPP's implementation of tcgetattr and tcsetattr doesn't support 
anything but the terminal.  And ioctl only support DOS-style commands, 
Unix-style is unfinished and therefore disabled.  Sorry, if you need 
these for a serial port, you will have to add the missing functionality 
yourself.
