A port of Allegro to Win32/DirectX is in progress.  The idea of this
is that the same code can be compiled for DOS with djgpp and for
Windows with MSVC at present.  It seems that DirectX is being a bit
awkward to use for the port, but IIRC most of Allegro's examples work
properly. 

Note that this is work in progress; it's not yet finished.

Your other option is to learn DirectX for yourself, and work with that
directly.  YMMV.
