You probably have not set the DJGPP environment variable, according to
the instructions in 'readme.1st'. Make sure that you've spelled it
correctly and that there are no spaces around the '='. Also make sure
that you have not modified 'djgpp.env' in any way.

If this doesn't help, please read chapters 8.1 and 8.2 of the DJGPP
Frequently Asked Questions List, available from SimTel as v2/faq210b.zip
or online at http://www.delorie.com/djgpp/v2faq/. It contains a
complete list of possible reasons why you could be getting that error.
Also see chapter 6.12 for the proper format for compiling a system
report if you still can't figure it out.

As an alternative, please consider trying out my DJVERIFY diagnostic
utility. The latest build has been uploaded to my web site
(http://www.cs.com/fighteer/files/vrfy04a.zip). It's designed to detect
problems in your installation and recommend solutions; it can also
prepare a system report that you can post to the newsgroup. If you find
it useful or have any questions or suggestions, email me privately.

Hope this helps!
