Are you sure this is a real problem?  How do you prevent the rest of
your software from using that region?

Depending on your BIOS and the memory manager setup, either (1) the
BIOS itself prevents programs from using that region, or (2) the
memory manager is told via various EXCLUDE options to not use it, and
will then disable CWSDPMI and other programs from using those
addresses.
