A link to a compiled version of the library can be found on my website,
but I _strongly_ don't recommend just using this because you can't
compile it yourself! Not only will you be lacking many of the utilities
and example programs, but you will have a potential installation problem
just waiting to trip you up later on in some more subtle and unexpected
manner...

From your previous post, it sounds like the problem is the new location
of the 2.8.0 cc1.exe. Either copy cc1.exe into your djgpp bin directory,
or edit the Allegro makefile and replace cc1.exe with gcc.exe.
