It depends on the colour mode you use. In true colour mode this is correct,
but in 256 colour mode the transprent colour can be any colour you like,
but it has to be at index 0 of the palette,

I have never used photoshop, so I can't give specific advice here, but it
is necessary to modify the palette so that index 0 corresponds
to colour 0,0,0 (or whatever colour you want as transparency)
