If somebody is really interested in ELF can check the cross-ELF project, this 
people is creating some little kind of tool kit to use ELF under Linux, DOS and 
Win32. The bad thing is that they are reinventing the wheel:

1) Own linker.
2) Own PMode run-time.
3) Own standard lib.

But I think that some ideas can be applied to DJGPP.
