There is no gpp2721s.zip.  The sources to the C++ compiler are in 
v2gnu/gcc2721s.zip, together with the rest of the GCC sources.

Yes, there was an announcement today.  Morover, GCC 2.8.1 was already 
released by GNU (but no DJGPP port yet).
