I don't understand what you want to do, but it sounds like you need some
system header that DJGPP doesn't have. Copying one from some other system
probably won't work, and won't help anyway since the library won't contain
the actual code. You must figure out what file you need and where you might
get a library that provides its functionality.

If I've missed your point, please clarify.
