Cygnus has effectively a win32 port of gcc wich is able to make win32
applications. I don't know more than this.
But I know another free C compiler (not C++) wich is able to compile win32
applications and which comes with a nice integrated IDE and ressource
editor. It is called lcc-win32 and is available at:
