Did your program exit normally? (Allegro_exit should thus be called.)

If it crashed, did you see "Shutting down Allegro" at the top of the crash
traceback?

If not, or if it locked fully and you killed the DOS box in
Windows, then the mouse interrupt vector was left mangled.
