what the zoneinfo files are is a FAQ. you can decide whether to keep
them or not after reading that. an interim solution is to zip the
contents of that directory.

and, for you, welcome to the world of cluster sizes. except when using
fat32, the fat based file systems allocate disk space not in bytes, but
in 'allocation units' you can have a max of 65536 allocation units per
drive, so if you have a disk drive with >1.0 Gb capacity, a 1-byte file
takes up 32k.
